When you choose to create a custom flow, you will first choose the platform you will publish the chat to:

Once you have made a choice, you then choose the platform you wish to publish your flow to. For all choices except Facebook, you will then pick a website page for the chat or add a new url.

If you choose Facebook, you will be asked to connect a Facebook ad account, or connect one.

Next you will name your new flow and create your opening message.
